But why would DECEMBER has to do in Jacksonville ?
Is there an observer for every states/differents areas ?

We already saw him in August.... hm.

We don't know if the Observers are tasked with following individuals, or times, or places... September is Walter's friend and co-conspirator, who saved W&P---August seemed to know that last part--and he had done his earlier work in the SW. Is September the NE corridor Observer, and December the SE coast one?
